What’s wrong with this goose?

I have known this goose for awhile now he stays at this one lake. His foot is crippled up and ever since spring came his plumage, feathers, and down has looked worse. Does anyone know what could possibly be wrong with him?

Is he able to fly? Is there enough forage for him to be getting enough to eat ? It's a bit early, but he may be entering a molt.
