What age DO Pygmy goats get start getting horns in?

My goat i got momma in oct she was born November, sbe still hasnt got em momma has em dad too ....the baby has 2 knots lile tbey were gonna come out but still haven't broke skin. She runs the spot s like tryin to make em but nothing

I have a 7 month old Pygmy that has had the buds since he was a few weeks old but they have not broken through and have stopped growing but he has prominent buds. Should I be concerned?
