I have 6 chicks, hatched by a broody Orpington. They are 10 days old and still with Mom in their separate coop area. Mom is losing her head feathers and terribly itchy. May I dust her and their area without harming the chicks?

You can use it now. Permethrin dust is safe for chicks. Just don't get the air too heavy with it for their lungs.

Typically I just dust the broody well, and the chicks run in and out of momma's feathers getting treated too. And of course take care of the nest and coop area.

The little beasts are opportunistic and often attack brooding hens who don't bathe as often.

Congratulations on your little brood. :D
