What am I doing Wrong?

I have been getting a reasonable hatch rate, but I am also having a number of eggs which are peeped but then the bird cannot get out and eventually dies. I pulled a peacock out last week. It seeemed to have a thin film all around except where it had pecked and could not penetrate it. Once i cut it, I was able to peel it without any damage to the chick. What am I doing wrong? Too hot? Too high a humidity or too low a humidity? Please give me your thoughts and experiences.
 
I'd have to agree, if the lining you peeled off was not soggy/gummy and if the liquid surrounding the chick was minimal (or if you didn't notice any), then it's almost certainly that your humidity is not high enough. If I recall about peacocks, you want 60% humidity through the incubation and higher than that during hatch time (I want to say 75% but don't quote me on that).
 
The peacock was completely wet. I dont think I have gotten it to 75 though. I will try that next time. Thanks
