I'd think splash is just the color descriptor.

Do they have feathered feet?
There feathers show frizzle if we new if they had feathered feet we could help you better to find what kind of frizzle.

They look like a frizzled splash sumatra to me. Looks like it might be a pair. I know that Sandhill has largefowl frizzle black sumatras for sure so frizzle sumatras do exist.
