What am I?

We would like to know if this is a hen or a roo. It is 21 weeks old. It does not crow but does cry. It also nests but no eggs. Seems to be an undecided bird. What is your thought?

Thanks for the guesses, but tell me please just what do you see that would make him a roo??
Saddle feathers? He generally stands a little more horizontal than in this picture. He doesn't seem too aggressive compared to the other roos we have had. He is the only one using the coop and actually moving hay around the floor to build a nest and then SITTING in it. I am as confused as he is.

He is not confused, he is preparing a nest for a girl. Those long curved tail feathers and the pointy saddle and hackle feathers are 100% roo. Also I don't think girls will have that coloring pattern, I may be wrong on that but he is certainly a he.
