After saving the picture and zooming in on the head it looks like a Tom (under a year old) Caruncles look like Tom, Snood is not extended but looks a little larger than most hens to me. Age would also be a factor in the appearance. I have had young Toms that looked more like hens than the reverse. However I have hens that will display sometimes as much as the Toms but usually hold the tail down lower. Some of my Royal Palm hens also have beards (usually 2 year olds or older) just not as developed as the Toms.
When they are displaying like that make a loud noise (clap your hands). If it’s a Tom he should gobble. I’ve never had a Hen that would gobble like a Tom! I’ve never heard the drumming or spitting sound from a Hen that is displaying like you’ll hear from a Tom either but my hearing isn’t as good as it use to be.
