what are my chickens doing?

i have 2 silkies, 1 of which i know is a hen and another who might be a hen or a roo. sometimes as they are outside the one who i dont know the gender of will go running up the the hen with his or her neck feathers raised and then they both just look at each other for a second and then continue to peck in the dirt. Is this behavior that the rooster would do?

Not necessarily. They all do it. It has something to do with deciding pecking order.
