What are my tom's intentions?

I put moved my chicks out to their new coop and run and my Tom is just strutting right outside of the fence. The turkey now lives with 6 hens and 1 rooster. My husband thinks the Tom is claiming his new flock. I think he may be trying to eat them. Opinions?
 
This may not be of help, but my Tom was not very accepting of the little poults I hatched last year. He was aggressive towards them.
Perhaps mine is unusual and I'm not sure of the solution. :-(
 
I'm not letting him into the chicks run or coop but he just struts along their fence. It's kind of a good thing because the cats and other birds stay away. I still think he wants to kill the chicks but he's keeping other animals away too. Weird.
