I have a friend that wants to get ducks and they were wondering what are the friendliest ducks, besides the pekin

"Friendly" is not really a characteristic that some ducks breeds have and others don't, its something that's obtained through plenty of bonding with the duck when young. If you want a friendly duck, spend a generous amount of time with it when young, feed it treats occasionally it'll learn not to be afraid of you. It takes time.
