What are these chickies??

Hello BYC and today I have been rehabilitating 2 chicks why have been plucked off all there tail feathers.Anyway I was told this where both Americana pullets but one has no tufts while one does.Are they EE? They don't have green legs but they have a peacomb.I was also told they where 4 months but I'm not sure so what do you guys think?

The photos aren't the best, so it's hard to tell. From what I can see, I would say they are all pullets.
