What are these?

Their legs are starting to turn brown.

They look like barred rocks.

barred rocks don't have brown legs. Males are usually yellow, females have a black wash down their legs but not brown

They do appear to be Barred Rocks, possibly cockerels given how light their plumage is... but as drumstick diva said Barred Rocks should show yellow or pale/black washed shanks. Can we see some photos of the legs?

Nope, that looks like the typical production stock pinkish color with a grey wash. I'd say you definitely have Barred Rocks on your hands.
