What are "Who" and "Buddy" 2 1/2 wk chicks - male/female?

We have two chicks that we are still not sure what they are.

This one is named "Who" s/he is quite small and has been way behind the others in putting on feathers:

They look like ees to me - I have some that look identical. Even the yellow feet turn greener as they get older.
