What breed and gender do you think this chicken is?

I looked again, and I do see what you're talking about...

I've never actually seen a rumpless bird, so I don't know how the feathers normally lay, so I may be mistaken, but I'd guess boy on those alone...
But that is one pretty bird, so I'd be crossing my fingers I was wrong until the neighbors cursed his crowing!
