What breed and gender is this bird?

I have a 15-week-old bird; what is the bird’s breed and gender? This bird’s behavior is weird; likes to fly up on the tree, seems very alert to the environment, and scares people.

Brown Leghorn pullet. Leghorns are light in weight and good flyers, so I'm not surprised by your comments although I don't see how she could scare people.

Thank you! I am glad to know that she is a pullet. I just had her for a week; today was her first day in the yard, and then she flew up high on a tree. I am worried she will fly over the fence and get lost. I want her to have some free roaming time, but at the same time, I don’t want her to fly away; I am very struggling.

I recommend searching for videos on how to safely clip wings on Youtube. That could be an easy solution to your problem.

Some ppl said she is a welsummer. I looked into the internet, and I can't really tell. They look so similar.

Leghorns have a smaller, more lightweight stature, like your pullet, than Welsummers, so I agree with @JedJackson that she is most likely a Brown Leghorn.

I also agree with her being a Brown Leghorn. The coloring is specific to females, so you can be confident she is a girl. The white earlobes will distinguish her from a Welsummer (which has red earlobes), though she does otherwise look remarkably like my Welsummer Mei at that age. She was not at all flighty however. Here is a photo of my Mei, see how similar she looks?
