What breed and gender is this? RIR?

I bought this chick about a month ago from Tractor Supply. It is supposed to be a Rhode Island Red, but it isn't dark like I thought it would be. I also need to know what gender it is. The date on the camera isn't right so just ignore that date! Thanks!

I am leaning toward cockerel because of his fairly developed comb and wattles. Also I think his is a Buff Orpington.
