A neighbor must have released it because it’s a male. It was barely a week old and wandering the neighborhood.

I agree! I would suspect either way that he would have a some Legbar going on assuming he's an F1 mutt! Most common crested breeds lack yellow skin so the fact that he has it definitely makes me wonder!
