What Breed and Gender

Gender is difficult to tell at their age. You may need to wait until they are three to five months old in order for curled tail feathers and larger combs proclaim rooster. They appear to have pea or rose combs and so their combs may never be large compared to some roosters.

However, I could have sworn I had two roosters and a hen when my three cuckoo Morans were growing up. Two of the chicks were larger and darker (cuckoo moran males are darker than the females) with curled tail feathers. It wasn't until two laid eggs at six months that I was positive that two were hens. Now, at eight months, I have a very large, very male rooster, a medium darkish hen and a small very dark hen. Go figure.

As to breed, they may be a mix, and could have some rose-comb leghorn in there, or one may be a pheasant colored batam mix. It is entirely possible that they may not be full siblings, or even related, depending upon how many roosters there were.
