Not sure if he is bantam or a serama. I want to say he is a serama please tell me what he is thank you

Bantam is actually a size designation rather than a breed. Your bird looks like a Japanese bantam mixed breed.

Looks like a mixed breed to me, probably with Japanese bantam in him.
