What breed is this and is it a roo or a hen?

Appears to be a Olive Egger cockerel that was created crossing a feather-legged (French) Black Copper Marans onto some form of colored layer.

You should see it run. It crouches low to the ground. It's the weirdest freaking chicken I've ever seen. It legit looks like a velociraptor.
