What breed is this horse?

Here is one of the ponies i'm training, and im thinking he is a welsh? Well here he is

Chip is 13.1 -2 hh, he jumps beautifly with no problems at all!

When I look at him I can't help but think Paso Fino, but that's just me...

He is built like a quarter to me. Very nice looking guy! Doesn't look like a Welsh pony to me.

The shape of this head and his ears DO say Welsh to me ... he's very cute!
