What breed is this rooster?

Can anyone identify this breed? I only have EE and Light Brahms, which he definately isn't! I was thinking RR or Old English maybe? He's definately a bantam. Help please

I've been guilty of visiting him myself, even considered taking him home to my girls since I don't live in the city limits.
