That is a frizzle. It is not a breed but rather, the result of a specific keratin altering gene that basically results in a defective rachis (i.e. feather shaft). This gene can be introduced to just about any breed. Frizzled Cochins and frizzled polishes are likely some of the most common. When frizzled feathering is seen in a Silkie, the bird is called a 'Sizzle'. However, pure breeding frizzles often results in various defects (some I have heard of are brittle, overly frizzled feathering, bald patches, dwarfism and low hatch rates). For this reason, most frizzle chicken breeders breed a smooth feathered chicken with a frizzled one, which generally results in 1/2 frizzled and 1/2 smooth feathered offspring.
