I just found the breed!
It is... a Cream Legbar hybrid! They have fluff on their heads and lay blue eggs!

The mother is a cream legbar and the dad is a black chicken. It is definitely not a Easter Egger. Black genes from completely black colored chickens are dominate and show the most.

This is one of my almost two weeks old chicks. This chick is much small than my other chicks and looks so different. I am not sure what breed is it. Can someone else me? Thank you!

I agree with you there. It look like a Maran. At the minimum a hybrid because of lack of brown and the tail is low for it's age
