I don't have a decent guess at this point. Where did you get it from? The spotty foot feathering makes me think it is probably a mix of some kind, but I am definitely not a chicken expert.

Though the feather pattern isn't quite right, looks like it could be a Welsummer cockerel. Wellies often have feather stubs on their legs like that. I hatched out a batch myself and some did. Was told by someone in-the-know that it is quite common in that breed.
He could also be a mix, I suppose. I'm nowhere near sure of the Welsummer part.

eta: actually I think leg color is wrong for that. Looks similar though....
