I am pretty sure it is not a welsummer, she's a lot smaller and I think it actually might be a Phoenix, just with shorter tail.

I agree Chris, that is the first thing that came to mind before even answering. Currently, I am leaning towards American game. However, a body picture (though she appears too small for a Welsummer) would help decide what she is. For example, in the case that she may be a Welsummer, if she turns up with green legs one could confidently say "She is not". She has a rather small single comb, almost like it has some pea comb genes in there.

Color is only part of the battle, to be sure of the breed leg color, comb type, size, type, etc. All play roles as well.

not so true. a few of my hens had RED earlobes...they were from a hatchery:)
 
looks like a game hen to me with the willow legs and all maybe a mix of gray (of some sort) and clariot judging from the size . but i am far from an expert just a guess.
 
Game mix of some kind. She looks identical to the American Game mix hens I used to have.
