So I was wondering what breed of bantam this is

Really? I thought Japanese bantams had their tail very high up

A lot depends on not only breeding but what is going on around them when the picture is taken too.

Could be something else altogether....it is not a clear enough picture. It does not show the comb well or the legs at all.

I was going off general posture with wing carriage and tail type(not position).
