What Breed? Supposed to be pullet. Eeeek Help!

My friend & I are raising chickens for first time. Ordered 2 different batches of pullets as we cannot have roosters in city limits. We have a gorgeous girl but are not sure of breed. THEN another friend tells me she might be a rooster. I have a picture of her at 23 wks old. She is pretty friendly and does not crow. Any ideas????
