I'm working with my City Council member on a project to present to our Council a list of cities and towns with the most progressive and/or best written urban livestock ordinances.if you know of such a well-crafted ordinance, would you be willing to help me out by listing a link to it here in this thread? Thanks!

Louisville KY is pretty liberal with the chicken "restrictions":

You can have one crowing and five non-crowing birds on less than half an acre.

No permit required.

Mesa, AZ is good. You can have up to 10 birds on most plots that are less than an acre in size, as long as they don't create a "noise disturbance":

They forbid "livestock" on plots less than an acre in size, but permit "miniature" livestock as long as it meets certain requirements and is kept as a "pet", and you don't have more than 2 total. http://www.mesaaz.gov/clerk/codebook/CodeinPDF/T8/T8Ch6.pdf

They forbid bees, though, which makes me kind of sad.
