This morning there was a fox running through my woods. Both my hens and rooster are safe but my other rooster doesn’t seem to be okay? He has kept his head down the whole time and I had to put him in a pen on his own because the other rooster was starting to pick on him. I’ve gave him food and water and he has yet to touch it. He let me pick him up and I looked for any damage and I didn’t see anything on him. What could of happened?

Foxes often bite the necks of their prey to sever the spine. When they do it’s often a single bite sometimes it’s easy to miss. It looks like the fox may have started the job, but got spooked before it could finish the job.

Can you please pick up your rooster and examine him very closely, look all through his feathers from head to rear end and underneath for any abraisions, swelling, green bruising, puncture wounds, etc.

He looks to be in shock. Hopefully by now you've been able to get drops of sugar water or electrolytes into him. He needs hydration and to bring sugar levels up.
If weather is cool, he will benefit from being kept fairly warm to help him through shock. 75F is usually a good temperature.
 
Poor guy! Something is obviously wrong. Try to get him to drink some sugar water for shock. His comb looks a little damaged. Maybe a fight or frostbite?

I'm not an expert but this might also be wry neck.

I looked all over his body. There’s no puncture wounds, no injuries from what I could see at all. I have been giving him sugar water and it seemed to perk him up a little bit and he was walking around but then after a few minutes, he stopped walking and his head went back down.

I'd keep him separated. Make sure he's drinking well and eating. If necessary, tube or syringe fluids into thim.

Since his head is going down, he may have suffered trauma to the neck and is in need of vitamin support. He's a big boy, so I'd start him on 400IU Vitamin E and 1/2tablet B-Complex daily. Give him some scrambled egg daily to help with the uptake of E.
