If it's still air, then your temps were too low.
I think 101.5 is the temp for a still air incubator.
Or it could be your thermometer is off.

How many days did you wait, beyond 21, before you racked the eggs open and looked at the unformed babies?
Some chicks take until day 23 or 24 to hatch.

I'm not a hatching expert, though. Read up on the info in the learning center.

So sorry that you're going through this. Don't give up! You still may get more babies!! If they hatch with the yolk exposed leave them in the bator for some extra time. They can absorb the yolk after hatching.

the ones i did open you could tell were dead i could see the beak i have a couple left in there. i hope they at least hatch!

could it of been the eggs were going bad or something? because when i got them they had been sitting with the little end up for a couple of days and i don't think he had ever truned them.
 
If eggs have something wrong from the start, I dont think they will develop as far as yours did. I would think it would be something wrong with either your heat or humidity. You really cant rely on only one thermometer and one humidity gauge unless you have checked them against another one so you know they are correct.
 
If the two that did hatch hatched own time then the temp was perfect. What you said your humidity was is good. I don't think you did anything wrong. You said the eggs were small end up for several days? That may have damaged the air cell. If it did they would grow till time to internal pip an then drowned.
