Its a video of light brahma chicks. these chicks are wobbly and walk strangely. They are on chick starter feed. his problem stated when they were three weeks old. Their growth is also reduced.

Well, I couldn't view the video you provided but it sounds like you could be dealing with a nutritional deficiency at that age. Encephalomalacia can happen from feed stored too long or vitamin E deficient diet. Supplement water with a soluble powder vitamin/electrolyte labeled for poultry every day until symptoms disappear, use fresh feed each day, and keep the brooder environment clean.
