What do I do?

Good morning!

I am a little sneaky, and have a small coop with 3 hens. Here’s the catch, I’m not allowed to have chickens in my neighborhood. I have had them for about a year now, without any problems. But now with summer coming my parents put mulch and planted flowers in our pool area. The chickens ruined most of it in a day. My mom was furious and has decided they cannot free range without being watched. I don’t have the time to be watching them all the time. My coop is very small too. I feel bad not being able to let them out. Does anyone have any idea on this? I was thinking of making a little pvc run that i can just move around the yard.
