What do I do?

I do apologize, I think that they do need more feathers than that, for some reason when I read your post, I was thinking they were much bigger than that. And I have not raised brooder chicks in a long time, I have been fortunate to have a broody hen, and she raised them in a coop/run at -20 degrees, no kidding.

Broodies are a wonder, aren't they? Chicks can take lower temps than a 95* brooder, we know this from seeing them out in cool temps with a mama, however, when they cheep from cold, mama is johnny-on-the-spot to sit and let them get underneath her to warm up. Brooder-raised chicks are a different thing. I'd much, much rather let my broodies raise babies!
 
Can you just tell your neighbors what your plan is? Maybe they will put up with the crowing for a few more weeks.

Actually yes! This is what I did. My rooster is moving to a new home on Sunday and I'm going to slowly introduce the chicks to my hen during the day. Thank you so much!
