what do you do with chicken poo if you can't compost?

I'm in Tulsa. From what I can tell we can only have compost bins which I do plan to get at some point. I keep a very small veggie garden but I'd love to use some black gold chicken poo in it. Plus we really don't have a good place to put a pile. I have 2 dogs who would love to dig around in it.
Does it have to be one of those fancy expensive commercially made ones that look pretty? If not look around online for DIY bins people have made them out of old pallets, trash cans, wire fencing, etc. That would also keep your dogs out.

I don't know. I'm trying to find out. Thanks for that idea though! Hopefully I can use something more DIY! My city's website talks about composting and does promote it but they only talk about compost bins. They don't say anything about compost piles so that's why I think it has to be in a bin.
