Do you know if they are supposed to be purebred (taking the sex-links as a hatchery "breed")... or could/are they mixes?

If purebred you do have some landrace type breeds with head tufts like Icelandics that are starting to show up all over now.

If mixes, as Blue CopperHen said, polish are the most common crosses to wind up with head feathers, followed closely by silkies. Do you know what kind of comb it has? That color is just odd also, the blue slate colored feet, the almost looks like splash / rose breasted / red pyle look. Beats me, I give up, I think you should just come up with an original name for it and have your own breed.
