You can delete that quote if you don't want to use it and just want your own text.

How?

You can select the quoted text and hit delete. Alternatively, if you don't want to quote someone else's text and just want to post your own info, then don't use Reply at all. Just go to the post box at the bottom of the page and enter your message.

When you reply to a post/message you are replying right there in that thread.

When you quote a message it temporarily saves the message so that you can 'INSERT QUOTE' that message in another thread or in a PM.

QUOTING allows you to reply to it OR move it to another place to reply to it or just move it to show someone else what was said.
