What does this mean?

Why does my chick do this? At random moments he will drop his wings and just start waking around like that for 30 + minutes. We don't have any rooster around and he's the only one who does this. He will do this when he sees us, when he can't see us, when

If its hotter than 80 degrees outside he could be hot, if so give him some iced water and some sand so he can bathe and cool off.

I don't think he's too hot. We do a pretty good job at cooling them off in mid day, but he'll even do it when it's 60° F

What's the tempature during the day usually like?

Mornings around 60°, mid day around 80°- 90° and late evenings around 75°. He mostly does it in the mornings and evenings

If isn't too hot it could be that as his wing feathers grow in they feel heavier than they used to. This happens to my turkey poults. It takes a bit of time for them to get used to carrying the extra weight.
