What does this sound mean?

My rooster, and now one of my hens keeps doing it. I thought it was the panic call. I have gone through their coop and run, I don't see any predator. Nobody is hurt. They kept crowding into nesting boxes together. I was wondering if there was a mouse in a nesting box, but went through those too and found nothing... though it could dig away. Anybody have a guess? Are they just tried of being inside in this cold maybe? Their run is covered with plastic and I know the wind startles them when it moves the plastic?..

The rooster also sometimes is making a low grumbled sound.

 
But nobody laid an egg. The hen making the noise is the only one who has started laying so far, though (they are young). But she didn't lay today. The other days she laid, there was no egg song. And the rooster was doing it too?

I don't know what to do for them.
Doesn't matter if there is an egg or not. It's very normal for younger birds at or near laying age to start the egg song off, even if there is no egg laid. And yes, it's also very normal for the rooster to join in.
 
My birds do that. I take it as “I don’t like this/that.” She could be complaining about the other pullet checking out the nest boxes. When a hen is complaining my rooster will join in sometimes too. Sort of saying “I hear you. Let me help and complain too.”

It’s normal.
Ah. I hope that's it. I am just concerned for there safety. The hen doing it is the lowest on the pecking order and the quietest, BUT she is the only to lay eggs so far.
