What gender are they

Maybe you can help answer this? I have 2 of the Wyandotte's the other one is soooo much smaller than the one I posted pics of. Could the smaller one be a bantam?

More likely it's just runty. There are bantam Wyandottes, but they aren't common and I don't see a hatchery accidentally shipping them as LF.
