What gender is this 3 month old standard black cochin?

This sweet fluffy 3-month old black cochin was raised with a black minorca who turned out to be a rooster. I busted my butt to find the roo a home on a ranch, and then this one started crowing. I was hoping that "she" just missed her buddy, but he's been gone a week and the crowing continues. I'm not allowed to have roosters where I live. The chicks were supposed to all be sexed. I will be really bummed if I got two roosters out of five sexed chicks.
