What gender is this black sex link?

Hey BYC I have two 13 week old black sex links but one of them is taller than everyone else and has huge waddles, bigger than everyone else
(The second photo is the other one that’s probably not a rooster)

If this is a pullet then what makes this one so big?
They are the same age.
Is there is any other way to see is a chicken is a rooster let me know.
 
Some pullets are bigger than others. I have a Sussex pullet larger in size than my three others of the same age.

As @nuthatched stated:
Black Sex Links are sexed at birth by color markings.
Pullets = black and red
Cockerels = Barred (black and white barring)

Another way to tell: Wait for an egg.
BSL pullets are production chickens and they lay at a younger age than dual purpose.
 
Both females. One is bigger than the other because of genetics. If you got them from a hatchery or farm store it's highly likely that they have different parents. Even if they had the exact same parents, not all siblings inherit all the same traits.

At 13 weeks the pointed male specific feathers are usually at least starting to come in. In addition to a larger, brighter comb and wattles. Yeah, your girl has kinda big wattles, but they're well within the norm for hens. Her comb is not that big, certainly not big enough for me to think boy.
