I'm starting to think cockerel as well. There are greenish tinted feathers starting to show along his/her back. However, I'm not seeing any spurs on the legs. Does that take a bit longer to develop? He or she does have small nubs though.

Spurs are a poor indicator of gender. Sometimes, roosters don't develop them until fully mature. Hens can also develop some pretty nasty spurs, believe it or not. Also, roosters might not get spurs at all. So, don't base your determination off of spurs or the lack thereof.
 
I know this is an old thread but figured I would heck and see what yours turned out to be? I have one just like this. Feeling really worried it's a roo.
