My Dark Cornish never makes a sound. I have never heard a thing from her. But she only lays 2-3 eggs/week. On her good weeks.

My Wyandotte and Australorps are also quiet.
 
I'm a city dweller and worry about noisy chickens too. I have 10 hens and most are different breeds. I started out with a Buff Rock (top of the pecking order) and a Speckled Sussex (the veep). I then got two Wyandottes (SLW & GLW), a Gold Comet, and a Buff Orp. When I finally introduced the new ladies I totally expected the BR to have a fit, but to my surprise, it was the SS who complained the loudest. Then the GLW started complaining. I think were both trying to make sure of their place in the pecking order because after a couple of days the competition ended and it was fairly quiet. I later added the two EE's, a Lakenvelder and a White-Faced Black Spanish. They, naturally, are the lowest in the pecking order and are generally quiet too, except the Lakenvelder. She loudly protests when she gets disturbed and will 'cuss' you out for a good 5 minutes. The W-FBS (coos sweetly) and the GLW (now) are the quietest, followed by the EE's. Oddly enough, about two weeks ago my BR and one of my EEs have started protesting all the time. The BR has mellowed this week but the EE just goes on and on. Apparently I don't speak chicken and am therefore unable to make right whatever she is so upset about. But I wish I did and that I could.

I think that unless you have a rooster that crows all the time, or a stinky setup, most neighbors would be okay with the moderate noise a backyard flock makes. You could also sweeten the deal with some free eggs from time to time.

My faverolles are the quitest and calmest breed I have ever had. I am hatching some wyndottes so we will see but I had one LF GLW in my originla flock and she was the noisiest and a bully to boot.

My SF was sometimes chatty but in a 'quiet' way. My EE can raise hell but usually only if something really upsets her. My BR is talking to me when I am in the coop or run but also not very loud. But she is the youngest and lowest in the pecking order. No eggsong from her yet. I have 3 GLW's. One is very quiet. One is fairly noisy at times but I doubt the neighborrs can hear her when she is in the coop. When she is out in the run or the yard you can hear her sometimes but not like a roo crowing. My RIR was fairly quiet but turned out to be a roo and was rehomed (can't have a roo where I live). I guess I'd say the SF was the quietest as far as noise level

My noisy EE laid her first egg today! Wouldn't you know, she quieted right down after that.

Her egg is the lower, smaller one and is shown with her sisters and a store bought white.

This is my now quiet EE Delores. Yay! I'm so happy she finally came through for me! And with a green egg to boot.

I also live in the city but my neighbors like my roos. My leghorn rooster is the loudest crower of them all. The leghorn hens will cluck constantly if they see something they don't like or the egg song. My wyandotte roo is loud but short. My black wyandotte hen is the loudest hen of the banty group. She will whine LOUDLY until she can get on my should then she will settle down. My lil mixed or RC RIR bantam (not sure...) whines until she can get up on my knee. The girls are all loud when they sing there eggs song, but other than that they are quiet.. Oh.. and my showgirl roo is a longcrower but sort of a silent crower not as loud as my other boys.
