what incubater is best for me?

if i get it should i get one with a turner?

Absolutely! Otherwise, you'll have to turn the eggs yourself, which is not only a lot of trouble and inconvenient, but you'll have to be constantly opening the incubator to do it which is not good for the eggs. Also, there could be unforeseen reasons why you might not be there when it's time to turn them.

I know you don't want to spend a lot of money, but when it comes to artificial incubators, you really get what you pay for. I've got an Rcom Mini which works great, but I hate the noise and it has a tendency to keep the humidity too high. At least, mine does. I've heard amazing things about the Brinsea Advance Mini, it's the highest-rated incubator on BYC! The Brinsea is about $150 and my Rcom was $99. If you plan on doing consistent hatches (which you might since trust me, it's addictive) I'd say the Brinsea is the way to go.

Hovabator 1588 Genesis with a 1611 auto egg turner.
Not the best pic but there are twenty chicks in there with a few more to go.

This incubator with turner will hold 42 chicken eggs. Cost about $200.00 but is well worth it.
