what is a safe temp. range

i just got my incubator i built running and got 2 thermamtors in there. they're reading a high of 102 and a low of 96-95. would this be safe or do i need to figure out how to make a low-end water heater thormostat more sensitive. need to set eggs in next 2 days and dont have money to get new thermostat til i get payed next week.

any ways I ended up giving up, I accidently stumbled across an old waterbed heater, and it worked perfect, but got to reading that the pad would melt down with out water on top of it to displace heat.

making this short.....

I snipped the wires to the pad, used the controller (set on maximum) to fire up 2 light bulbs, and my temps havnt left the 98.9 to 99.8 range unles I open it.

were on day 3 with eggs now this is the third day with the temp at 99.5:^}
