With the rise in problems associated with the practice of feeding animal by-products to commercial production animals (which has been linked to things like mad-cow disease) I believe it is banned for use in cattle (ruminants) feed but don't know about poultry feed. They also banned the use of poultry bedding in ruminant feed (yes they used poultry bedding in cattle feed) which leads me to believe it is legal to feed poultry animal by-products. For some they want to supplement their feed with more animal protein and so they are supplementing their feeding with bugs, worms, cooked eggs, fish, meal-worms, even maggots and animal carcasas. I would also venture to guess cat and dog food would also provide adequate supplement.
