What is causing this? PICS

I have hens with this problem but way worse. I Blu-Kote the butts and backs and try to spray their heads when they are calm. It is weird because they all have feathers missing, except for my curious Leghorn, Amelia. She is vicious! Anyway, I have also seen hens mount the lower birds in the flock until I shove them off. Is this just a dominance thing?

Blu-kote does not work for me. I'm on my second can after 2 months. It stains everything. I do use gloves when spraying. However, the saddle pads are working beautifully! My lowest ranked hen is growing back her feathers. What use to be white are now coming in brown.LOL. Oh well at least they are growing back. They stopped picking her chest too. I don't have that covered. I had to lance an ingrown feather yesterday from that low ranked hen. That was gross! A white cheesy substance came out of the curled feather. It will be a few more weeks before I can put my EE in jail. I wish I could do it now, but the dog kennel has the 3 youngest in there waiting to be integrated.

I haven't had much luck with Blu-Kote either. I've used it but they're getting picked on anyway. Why can't they just all get along??
