Balding Beneath Vent

My Jersey Giant has this balding/bloody area near her vent. Her vent is clean, no vent gleet, and I couldn't see any lice or mites anywhere on her. I don't know what to do, I don't think she is being bullied. We have had a particularly rough winter, but I'm not sure if that has anything to do with this. Also, she is not laying eggs (she's under a year old and it has been in the negatives for damn near a month, none of my chickens are laying this winter).
