I would say yes. I have two leghorns that used to pick the feathers off of a brahma pullet. Relentlessly. They would follow her around and drink the blood out of the broken feathers. I used
blu-kote on her bald patch and they left her alone afterwards. I would try that.

Try boosting protein, and giving them something to play with. Pumpkin cut in half works well.
